The holiday was ruined by building works at the hotel. Can I cut it short and claim?

Unfortunately this isn’t a valid reason to cut your trip short under the policy.

For issues with your accommodation, your first step is to contact your tour operator. If that doesn’t resolve it, you can take it to ABTA or ATOL.
